Regional cities are a solution to the challenges of Victoria’s growing population

A report showing Victoria’s regional cities are part of the solution to the State’s population challenges was on Tuesday 25 August 2009.

Implications of population growth on resources and infrastructure in Victorian regional cities’ (August 2009) demonstrates the capacity of Victoria’s regional cities to accommodate an increase share of population growth and the financial benefits of investing in regional cities to support this growth.

The report was commissioned by Regional Cities Victoria and undertaken by Essential Economics in response to the challenges of accommodating Victoria’s growing population, particularly the 5 million people expected for Melbourne.

The key findings from the report are listed below:

  •  The regional cities share of population growth has increased from approximately 10% in 2002 to almost 20% in 2007;
  • Combined the regional cities have the capacity to accommodate an increased share of Victoria’s population growth, on top of what is being forecast for the regions.  A minimum of 30,000 new homes can currently be accommodated in Victorian regional cities, without the need to rezone any additional land.
  • Estimates on costs associated with congestion and greenhouse gas emissions are approximately $6,270 per person, per annum, for every additional person arriving in Melbourne;
  • These costs are estimated to be 60% less in regional cities.  This equates to a saving of $3,750 per person, per annum, for each additional person locating to the regional cities as opposed to living in Melbourne;
  • In the year 2036 the cumulative costs of providing critical infrastructure to support approximately 100,000 additional people living in regional cities is up to 70% less, when compared to the congestion and emission costs of accommodating these people in Melbourne; and
  • Victoria’s regional cities already have established infrastructure and services that can be expanded to meet the needs of a growing Victorian population.
